Permanent Parent Visa (Subclass 103)

 

The Parent visa (Subclass 103) is a permanent visa that allows a parent of an Australian citizen, Australian permanent resident, or eligible New Zealand citizen to move to Australia.

Subclass 103 visa holders can work and study in Australia, and sponsor eligible family members.

Visa holders can also take advantage of Medicare, Australia’s public health care system, and apply for Australian citizenship once eligible.

Subclass 103 visa holders can travel to and from Australia as many times as they like for 5 years.

They will need to apply for a Resident Return Visa (RRV) to continue travelling afterwards.

 

Eligibility Criteria for the Subclass 103

 

To successfully apply for the Subclass 103 visa, applicants must meet a set of criteria.

 

Have a Sponsor

Usually, an eligible child sponsors the applicant.

 

Balance-of-Family Test

A critical requirement ensuring strong family ties in Australia.

 

Assurance of Support

A commitment to providing financial assistance if needed.

 

Health & Character Requirements

The applicant must satisfy both the health and character requirements.

 

Australian Values Statement

Applicants are required to sign the Australian values statement, demonstrating their commitment to Australian values.

 

Insurance & Other Obligations

Subclass 103 holders are personally liable for all healthcare costs in Australia.

 

Ineligibility Conditions

Applicants must not have had a visa cancelled or a previous application refused.

Applicants cannot apply for the Permanent Parent visa if they have already applied for or hold a Sponsored Parent (Temporary) (subclass 870) visa.

 

Children’s Best Interests

A Subclass 103 will not be granted if it is not in the best interests of an applicant under the age of 18 (child), if applicable.

 

Retiree Eligibility for Subclass 103 Visa

 

In addition to the standard eligibility criteria, retirees have a unique pathway:

Applicants can apply for the Subclass 103 visa as a retiree if:

  • They held or previously held an Investor Retirement (subclass 405) visa or Retirement (subclass 410) visa on 8 May 2018, and
  • They have not held any other substantive visa between 8 May 2018 and the date they applied for the Subclass 103.

If applying as a retiree, applicants do not need to:

  • Meet the balance of family test;
  • Have assurance of support; and
  • Have a sponsor.
